Business owners in Jurmala — the Baltic region’s most famous resort city — are accusing local activist Romans Hains of using environmental complaints and regulatory pressure to systematically disrupt the operations of restaurants and beachfront venues during the most profitable period of the year.

It’s unlikely that visitors to the numerous air shows, where the pilots of the aerobatic group Baltic Bees from Jūrmala demonstrate their skills, realize they are watching high-level aerobatics performed by a man known as the "Latvian Bout".
